Seems they will have to for devices sold in the EU. I think it's safe to say that Google would lose a huge amount of Pixel sales if they was to do this all markets.

If they did I'm guessing it wouldn't just be new models, an update could block OEM unlocking.

We don't expect anything. A lot of it is just people misinterpreting the EU and we brung it up already here
