I've noticed this, too... this hack seems to help (on desktop, at least): while notifications are struggling to load on the "ALL" tab, select one of the other notifications tabs ("ZAPS", "REPLIES", etc); then after that tab loads, switch back to the "ALL" tab.

Same with Amethyst for me.
