Yes. ‘Contractor time’ for the latter, and lets blame fiat (sometimes wive’s changes mid-work) for the former.
As a builder with 20 years experience, I can tell you it’s a big YES! However, this is most often largely due to the client changing their mind/adding things on! If you don’t do this, a small contingency for unforeseen circumstances is still a good idea.
It depends on the competence of the contractor and their understanding of the needs of the project.
