I am Cuban. The fuel shortage is not the cause of the national power grid's collapse—although it certainly impacts the country's energy situation—as these are two different matters. The system has been suffering outages for a long time now due to a lack of maintenance and the failure to replace the aging thermoelectric plants, which simply cannot hold out any longer... They call it a centralized economy
