Yes but there has been an American blockade of Cuba for months now. Venezuela was the main source of fuel for Cuba.
The current situation is due to the blockade by America.
I am Cuban. The fuel shortage is not the cause of the national power grid's collapse—although it certainly impacts the country's energy situation—as these are two different matters. The system has been suffering outages for a long time now due to a lack of maintenance and the failure to replace the aging thermoelectric plants, which simply cannot hold out any longer... They call it a centralized economy

Appreciate your perspective. If you want to read a good book on just how Fragile (and important) electrical grids are, read "Shorting the Grid" by Meridith Agwin. Oil being cut off definitely played a role, but I definitely defer to local knowledge on all the rest.

Vietnam is communist and most of Southeast Asia. Countries that are experimenting with socialism that are furthest away from the US and Europe appear to be better off than countries geographically closest.
The more power the state holds over its citizens, the less free and prosperous they will be... for those who make up the state are also human beings with their own interests, interests that don't necessarily align with ours
