I've only been hearing about a soft fork. Is there really a movement for a hard fork right now? It shouldn't require a hard fork to make the nodes more restrictive as all blocks stay valid.
Now it's a hard fork, soon it'll be a mega fork. Man, things are heating up all of the sudden.

I see no need for a hard fork. I don't know if anyone really pushing a hard fork either. Maybe I missed something today though.
Soft forks exist to prevent chain splits/non-backwards compatible changes. This soft fork, as written, would ensure one.
From the trade off section of the BIP:
“Does this cause a chain split?
Generally, softforks do not cause chain splits. However, since we are rejecting an already-mined block proposal, this softfork does indeed cause a chain split. In fact, that is an important part of its purpose: to keep the illegal content storage in block out of Bitcoin.
To achieve this, the softfork must activate retroactively, invalidating that block and all its descendants. The prior segment of the blockchain including this block will eventually (hopefully quickly) be discarded entirely, as the network adopts the softfork proposed herein.”
That’s a pretty big trade off and completely wild.
And necessary. Chain splits aren't the same as a hard fork though.
