Both ICANN and IP protocol are permissioned.
This irony here is that Pubky is trying to build an ethereal "layer" that is completely permissionless.
PKARR (used by Pubky) fixes addressing, but not the transport layer, but solutions are being actively discussed on Pubky... for what its worth.
