Odd, this app is on zapstore already, @franzap you should resolve links to the app in the search box.
For adding to the index this is the ui you would see tho, it ain't pretty, but it'll work.
Found it. But it's just called Translator, couldn't find it by searching "offline-translator" or "offline translator".
