It should be the goal of every nation to have a nuclear deterrent. There's a reason why the US tries desperately to stop anyone else from getting them and produces endless propaganda to try and get nuclear states to denuclearise.
I didn't say every state would have the capacity to become nuclear (for many reasons), only that it should be the goal. It could be argued that in a world with greater nuclear proliferation the number of states would shrink as some microstates find themselves incapable of protecting both their borders and their sovereign wealth.
One hard starting difference: France has an estimated 290 nuclear warheads, all deployed and operational, and is actively modernizing its missiles and submarines. Whatever else is argued, that shapes every calculation.
