When living in habitats such as lakes or large rivers where the water is sufficiently deep for the beavers to stay safe from predators, there is no need to build a dam. So there are plenty of areas where you can see a beaver colony without dam in sight. Beavers will typically only build dams in environments where the water is shallow and doesn’t offer protection from predators, like small streams and creeks. By creating dams, beavers slow down and spread out the water to form ponds and canals where they can search for food and lodge/burrow material in relative safety (due to their strong swimming ability).
