Theoretically, there are two ways this could happen: 1. Someone forks the latest version of Core and continues development with an entirely different team. I think the ProductionReady project is working on this. 2. The entire Core maintainer team resigns and hands over their keys to new maintainers selected by the community. Their funding would come from community donations instead of large corporations with questionable agendas.
