The precursor to a surveillance state is a _surveillance economy_, whereby private persons and businesses spy on each other, collect data about each other, and analyze each other in a widespread and grotesque manner. That gives the government a massive amount of information to purchase or acquire with a warrant, as well as acclimating the public to being under constant and universal surveillance. American residents now have _no expectation of privacy_, and no legal language to describe their sense of being violated, because the private sector destroyed their natural aversion to bring watched.
