And at this point, even when he does appear on video or in person (not just voice) and confirms it , there’s basically no way to ever confirm whether Biden consented to that tweet before it was made, or whether it was made and then he had to adjust in response to it. He doesn’t control his account and lacks any sort of encryption to prove a given message was authorized by him at the time of sending.

imo: Biden wanted to quit for a long time. Having to perform a job that you are not good enough in and constantly failing publicly in the center of attention would be stressful even for a young person full of energy. He played along for the sake of his team.

At a time of record political polarization, one president candidate survives an assassination attempt while the other experiences cognitive decline in the run up to an election, and drops out via a text-based communication channel he doesn’t control.
That’s objectively wild times- one of the most eventful and consequential months in the past century of US politics.

It is also likely that other countries, using their intelligence collection capabilities, had greater insights into the chaos in the White House than the American people. Understanding the decision tree is critical to understanding an adversary’s plans and intentions, which is really the point of intelligence collection. Get that wrong, and a series of unfortunate events can unfold.
