This is really cool. A subset of Uber drivers would definitely promote this on the down low to their passengers
This is the right way, unfortunately still far away from Europe
There are android apps Ridestr and Drivestr, but Roadflare for android is still in the works to be a cleaner more focused app like the iOS version

Yes all compatible. Drivers use Drivestr for android as of now, iOS driver functionality still needs to be built out
