Bluesky's main instance is Bsky.app . Anyone can start an instance with their own rules.

Right, but unlike nostr you cant take your identity or content to a new instance. The server owner still owns that stuff
Because Nostr is one whole system with relays. As I said, Bluesky works with instances instead. Each instance requires a new account. You can also delete your data from that instance.
