One thing you need to understand more than ANYTHING else if you want this idea to work: YOU NEED ONE SUSTAINABLE NETWORK. Do not try to get more driers or adoption everywhere at once. Do ONE city and try to get a threshold where there are enough available drivers and users to actually be sustainable by itself. Then branch out. This will take a very direct and concerted effort though. I would read The Cold Start Problem by Andrew Chen if you want a view of the network effects this is up against. Did you watch the video? Riders build out their own network bottom up. If they don't have a driver available when they put out the batsignal they just keep riding uber and lyft and can add more reliable drivers to their own network later.
