A system which is designed to take money from some and give to others will always eventually be distorted to disproportionately affect those who have the least amount of say about what happens in government. Plus governments have a horrible track record when it comes to distributing money efficiently and accurately.
Ensuring people can keep their wealth and can only give it willingly is the only way to stop that behavior.
