There could be many legis cases for refund (ex airlines, ...) where it makes sense to outsource the hassle to some legal not AI. And they officially presuppose these. But I'm sure they are aware that they might be boosting fraud as well. But that doesn't mean that they are necessarily the one committing it. The problem is that the game theory for immoral cc users is 100% win; trivial financial or reputation penalty if caught. Ref:

You’re right, there are times when it would be very useful. I guess if someone is exploiting it, it will come back to bite them at some point.
