He's stating a fact. Information theory is a thing and bitcoin can't violate the laws of physics. Satoshi also noted the same thing.
Bad actors: You can't stop spam with mempool policy. You need to do it on consensus level.

Landauer attack started in 2017.
The Landauer attack is protocol bloat in the code base and deviations from the economics Satoshi instantiated in the fundamental constants (21M:1 MB:1 block)
Discounted bits for arbitrary use of SegWit and socializing access to blockspace by implicitly increasing the blocksize moved part of demand cost paid in sats by users to demand cost paid in bits by all nodes in perpetuity for the life of Bitcoin. A tax on nodes. Now it costs down to 1/4 of the cost to spam up to 4x the memory using SegWit.
Except Bitcoin is not a theory of energy, time or information; it’s proof.
