Yes, definitely. If you have a ham radio skillset, you could talk to me in various ways. Short of some broad-spectrum jamming a la Cuba, it would be very reliable. Getting through via mesh networks would be near-zero without internet, 1000 converted normies, and/or the aforementioned ham skills.
I say get the license so you can practice. Otherwise nobody will talk to you. After it pops off is not the time to learn the skills and acquire the gear. I have a ham radio Corny Chat room all ready to go if you and @YODL ever want to do a Q&A.
@npub1utx0...50e8 maybe can shed light on the Wisp stuff. I actually don't see my own notes with my other npub sometimes.

This stuff is what gets my attention the most. Small, light, portable, and getting out all over the country. POTA is basically just practice for armageddon comms. ๐
