Yes Nostr Report is a manual/human effort by a handful of users that met on Nostr, more akin to a newsletter or digest. Good question on where the discussions are taking place. Not sure where, but @jb55 , @HoloKat , @elsat , @PABLOF7z , and @miljan are some great people to follow who are very involved with those discussions and development of Nostr and related apps. Also the devs of the apps that support Nostr communities, @Stuart Bowman , @Jingles , @Vivek .
