I call them freeways. What it is though... I don't know

Its in the name of the road. I don't think there is an official classification

It's a freeway unless you pay per use, then it's a tollway. Both of these are usually offer high speed and are higher than other roads, preventing water from cutting them during floods. So both freeways and tollways are highways.

Oh wow - I always thought it was “free to go fast” … never thought of “free of fees”
