it is not desirable, that is why the majority of clients have switched to NIP-17 DMs instead of NIP-04
Isn't that through client implementation? therefore, only client dev can do it right?

NIP-04 seems better to me because it has less false promise of privacy
But it would be better to have a new NIP that includes boundaries in the spec saying any apps making false promises are out of spec. No saying shit like "this hides who's messaging you" or "this is end to end encrypted." Just "this can reduce how many people can see who's messaging you" or "this is encrypted"
