We will probably need a new event kind for community BUDs similar to 
NostrHub — Build Nostr Together
NostrHub is where the developer community collaborates on building the Nostr protocol — discover, draft, and discuss NIPs together.
IMO, use the NIP kind. Maybe t-tag it "blossom"
