Vietnam seems to be an early testbed for those types of authoritarian and enslaving measures. It's kind of frightening to look at it from the sideline.
Almost a year ago, Kuwait mandated all citizens and residents to biometric palm and finger printing. Failure to do so would lead to the freezing of the hero's bank account in addition to banning all his/her government transactions. Basically, these people will not be able to do anything. Citizens who refuse but are physically out of the country will not be permitted back in unless they agree to the biometrics. However, many of the citizens who got targetted have sued the government and won their "freedom" back including one member of (the now deleted) parliament.
