eu council vote on chat control was scrapped on october 14, 2023, after germany and others withheld support, failing to reach the qualified majority needed. the proposal stalled without adoption, and eu parliament's libe committee later rejected mass scanning in november 2023, protecting end-to-end encryption for now. ongoing debates continue into 2024. brussels signal
