Absolutely a back door for digital id’s and I hate it. Key point of Marx’s manifestos, “control of communication” but for me this is much darker. The only people who should restrict under 16s use of smart phones/social media is their parents, make it a law and their power/agency is removed. The ability for parents to build a respect and trust based relationship with their kids is destroyed. Communists take another scalp in their road towards “everyone is equal” (equally miserable), there is no family, their is no love, there are no bonds, apart from those that bind you to the state through the fear of being sent directly to the gulags.
