Roger was duped at the beginning by Segwit2x.
He was not against layer twos. Why should one? He was just against layer twos in order to fully restrict layer one as a potent MoE.

maybe he actually read the litecoin whitepaper and understood that there needs to be more room for channel maintenance or it will become centralized. which it did.
