It doesn't have to be. One can, and probably should, just be running a local system/back end that you access via browser, which pretty much is how the internet works.

Actually yeah have seen it pop up few times over the last year I think.
Today I had struggled with a clients nextcloud host managing files in the browser. Is such an awful experience.
