Not sure I understand, is he saying bircoin mining is paying for 95% of everybody's electricity? And then he says 5 of 100? Then he says normal (people?) won't pay for electricity? So I would understand subsidizing 95% of electricity costs, but targeting 95% of the population and giving them free electricity is a whole 'nother thing that requires much more surveillance and tracking.
