Does sovereignty expire or why is there a date of expiry?

If only. The closest I came across was a Stateless passport (laissez-faire) issued by the United Nations. I believe it is also a Human Right (as defined by Universal Declaration of Human Rights (Article 13)) to leave any country and return (presumably therefore without any documents).
