Cashu can work over mesh (see my project nutband).
I've wrote an article on "island" Lightning network deployments. Imagine a village with super unreliable internet connection. There could be professional nodes, using blockstream satellite to monitor for channel closures and providing channels (or a Cashu mint).
All this would work without internet (esp. if accounting unit is sats).
Bitcoin on-chain - probably best with Internet.
