Nah, he was racist. You can be crazy and be racist. The crazy makes you more likely to kill someone, and the racist makes it more likely to be some particular person.
It isn't. Racism is what is causing these problems, as some subsets of the population get away with behavior that would get others locked away. Don't need racism to not let the criminally insane roam the streets. Just biased, incompetent government. The government always knows about these people beforehand and just does nothing. This is anarcho-tyranny, where they lock people up for not paying fees or developing software, but let the nutjobs run around, free, because of low expectations.
