Well, are they wearing it ironically? Because there’s a distinction there as well. There are factions. There’s a set in old school finance/academia/barbershop-quartet that seem to straight rock it.

I find bowties unappealing even at weddings. Always go with the tie.
They might be trying to use it as an ice breaker and open new conversations
Ha ha. I never put on a bow tie except in my daughter’s wedding. But this character looks like a negative ET.

We should all learn to let people be. To each their own.
Ken Rosenthal (fox on-field baseball reporter) wears a different bow tie every game and then he auctions them off for charity afterwards. So that’s one good use case for bow ties.

Hey Lyn Agreed in the traditional sense, it’s like Hi 👋 I’m an utter wanker badge. Also Depends where they are wearing it , it’s colour etc no? Bow ties in the military can look pretty nifty.
Funny story. Years ago when my son was younger he was acting particularly wild around the house and I said “what do you think this is peewee’s playhouse”. He looked at me oddly, so I said “there was an old tv show called peewee’s playhouse and the host’s name was peewee Herman” And he said “but was there really a playhouse” So I replied “Yes, and trust me you don’t want to go there, peewee was a weirdo”
As someone who wears a suit/tie five days a week, a bowtie is a good way to get some variety in your daily look. My only rule on bowties is that they should be paired with a three-piece. As another poster noted, bowties are definitely far more prevalent in the US South.

I've never seen anyone wearing one as casual wear, but if they did I'd think it would be kinda cool and unique. (This coming from a guy with orange mohawk)

The bowtie is the direct descendant of the original mercenary cravat that started the tie era. I think the modern long tie that gets in the way is the stupid, useless one. I threw all long ties away years ago, when i realised how pointless and wasteful a nuisance they are, and replaced all with highest quality silk bowties that have to be tied each time worn. I get compliments on them all the time, and they never get in the way! The cheap, pretied ones are the only bowties i would never wear. They are for children. I shall never wear a long tie voluntarily again.
It is a common misconception that by dressing up one is "showing off." On the contrary, it means that one has enough respect for the people around one. When a man shows up in flip-flops and shorts, he is not seen positively as being "free from restrictions" by the cultured. He is just being disrespectful to his fellow men and nothing else. T-shirt wearing and swearing (using words like "fu**" all the time) so-called "low-time-preference" Bitcoiners, whose content I otherwise like, unfortunately do not tend to understand this. One would think that "low-time-preference" Bitcoiners, who wax lyrical about beautiful buildings, would jump at the opportunity to bring back beautiful clothes.
