It isn’t. What in Luke’s post makes you think it’s a hard fork?
BIP-110 is a clear power grab, orchestrated by Blockstream and Greg Maxwell.
*Rejecting* BIP110 is the hardfork.
BIP110 is a softfork.
Thank goodness no one is rejecting BIP-110, we're just ignoring it and allowing it to wither away into irrelevance!
