Low fees are good if you regularly transact with bitcoin but low fees could indicate a low number of active participants in the bitcoin network which could be seen as negative since we want lots of participants. My take: Historically high prices combined with low fees means low retail participation. Of course, retail could be active on exchanges which doesn't directly show up on chain.
