I feel like you said just enough to make me as confused as your are. The vm was from multiple children? Was is a vm that was just delayed somehow or was it fake? A scam or some tech glitch?
It sounds like a "butt-dial," one of our sons is trying to untangle the phone cord, and we can hear our youngest (as a baby) crying a bit. A mistaken call I could understand; leaving an accidental voicemail I could understand. ...but, how did that # even GET this recording? ...and why was it sent to my WIFE's phone? ...so long after it was recorded (I'm talking years, not months, not days)? Our 3 yo daughter sounds like a newborn. ?????
Only "security hole" we have is that my wife switched back to stock Android after she couldn't text with her mommy-groups (which require RCS, which doesn't work with GrapheneOS). Back when it sounds like this was recorded, her photos were syncing with Google Photos (now they sync with self-hosted Immich only). We're not a 'social media' family -- no videos or photos on FB or Instacrap or whatever. I'm completely flummoxed.
Old WhatsApp / iCloud / Google backup glitch. Sometimes old media files get synced or resent from backups when accounts reconnect.Devices like Alexa, Google Home, or phones sometimes store recordings. Just a gut feeling.

...as I see it there are two somewhat possible explanations: 1. son accidentally called our own number and accidentally left a voicemail (very possible); but then ISP voicemail files got hacked somehow? But then why send it? (not every likely) 2. fake recording? based on reference material stolen/hijacked from wife's google photos account? (seems not likely) No. Frigging. Clue. And. I'm. Displeased.
