A Bitchat like app _without_ the chat, to push people to talk in real life: let the user to set some topics (e.g. nostr, bitcoin, pizza, weird-interest...), notify when two users with common topics approach each other, showing a personalized description to be identifiable ("yellow tshirt and sunglasses").

cool but imagine doing this for real would be weird wouldn't it? also are hashtags matched exactly?
Why weird? It's not for all, but it's a game, if you take part in it you are available to be approached by an total stranger, that only know what you like, for example, opera concerts or crochet. It's funny and quite... social. You can choose if matching the topics exactly or partially in the preference.
I was thinking about it, but it doesn't feel right to see everyone and "spy" their interests. I don't know.
It would be more complex (it would require a server somewhere) and this would expose the position of the users. Working at some distance it would also require a different way to contact the user.
Should be exactly like this, but I don't have more phones to test it hahaha I need to create a simulation. Do you have a screenshot to share?

yeah maybe it's not too weird but basically impossible to get some network effect not even bitchat hype and all the d***s***ing that ensued managed to get users
I know, the network effect is necessary and hard to achieve. The interesting point is that Bitalk requires really few actions from the user, just put it in the background and wait for the notification. When it happens, approach the people. It might be interesting to see what happens at festivals/mettups if the organization actively promotes Bitalk at the entrance.
