Realistically how does nostr help this (let's pretend nostr already had forum clients).
It's the legislation / fear of punishment that is the reason these small uk-based forums are closing and non-uk communities are playing it safe by blocking UK users.

I don't understand this. If the servers are in another jurisdiction than the UK, how can they possibly make the forum admins block British users? Why can't they just ignore it?
And why is this happening? This is a perfect use case for nostr though.
It appears this is for domestic British usere.
It's happening because the UK is a surveillance state and it's engaged in an asymmetric information war with it's own population.
