Is it possible to get caught if you use a vpn to access x? Would they be able to police it?
Not impossible, but VPN providers would have to bend the knee for Brasil to give their data, but not gonna be easy to force providers who operate outside of Brasil. And if they did, it would reduce the value proposition of their business, so I think they are incentivized not to give data away if possible.
Short answer, no, they won't be able to police it effectively at scale.
They won't be able to enforce it, brasil government gonna have hard time to get VPN providers from other jurisdictions to disclosure data. Doesn't make sense for business to do that, otherwise they lose customers quickly.
