The local and state authorities are the one’s defrauding the federal government to the tune of billions.
That’s on the people, it was on our watch that we let the foxes into the the hen house. We put corrupt politicians into positions of power. so we don’t get to act surprised.
On the practical matter, I’m not sure fiat penalties would produce the desired effect.
On the matter of principle, neither your nor I would apply that principle to our house.

No one can articulate a principled reason to oppose enforcing immigration law; that’s Catholic Social Teaching: the opposition is all virtue signally.

I would say that it's might also be Catholic social teaching that everyone should get the chance to have their case heard, before deportation, as there might be extenuating circumstances.
And we're supposed to avoid scandal, which is the opposite of driving around in these bling-bling SUVs and acting like Rambo. Before Trump II, the immigration department was highly discrete, but he wants them to be "seen", for political reasons.
