This is built into the game theory. This causes massive brain drain on authoritarian countries, as people move to those jurisdictions respecting private property rights. As countries loses their tax base and ability to further debase their currencies, the only way to survive will be to compete for residency of productive individuals and organizations. This flips the tables and countries like El Salvador become the new leaders. Those who are last become first.

Didn't Portugal just pass a crypto specific cap against tax?
Bitcoin (maybe others) is treated as a currency, no gains tax. I saw that earlier this week on a Portugal specific website pertaining to their golden visa program - although it possibly may not be up to date.
Here in Italy is very bad talking about 47% tax on btc. Crazy.
