It can be a headache depending on where you host but some justifications are easier. I used to rent a bare metal server in Amsterdam that I used for personal projects, but I also ran a TOR exit node on it for shits and giggles. I kept a form email on file that I had to reply to every complaint the hosting provider received basically stating that I did not and could not control the traffic coming from this IP address and as long as I responded to every complaint this way (which was a couple per day) within 24 hours the hosting provider wouldn't shut me down.
