Every organization that functions like a pyramid is always eventually infiltrated by those who want to destroy it, or use it for their evil objectives. Decentralized organizations and governance are better.

there is no governance in Bitcoin, but there is reverence, which is a form of post-humous governance, in that one remembers the essence and spirit of Satoshi and leads the way for a future that even he could not fully imagine. you don't have to follow.

In other words there is no governance. It's a kind of "same goal" contract between all actors (miners, nodes, devs and even users). Because they all have to maintain the blockchain working anyway. Altogether, even if they don't agree.
A fixed set of rules will be gamed Even rabbits and other prey animals dart left and right in a pattern approaching randomness when escaping. Nature knows.
