Decentralization doesn't cover the cost of running a relay.
You completely misunderstand what this kind of network was designed for.

for years now i haven't tried tor against a very repressive adversary but during those times tor gives you an option to choose bridge/exit relays not publicly known

The reason for Tor relays to never work is that browsers block unencrypted websocket connections, or try to upgrade them to encrypted.
This is a general problem with Tor and not specific to Nostr.

Makes sense, seems like a browser problem not a tor problem. I strongly suspect a native app would work fine.
TLS is redundant for hidden services anyway, but accessing clearnet relays seems like it ought to "just work" unless it's a problem with the cert CN when accessed over tor.
Please tell him that he needs to access a client without TLS, "http" rather than "https" (and must stay "http").
