I've had this very argument with multiple people. It makes literally zero sense NOT to create one even if they never purchase a single coin. They can simply lift and shift seized coins and then grow it (if they so choose) through tax payments, trade, etc.
Buying would just be the proverbial cherry on top.

Instead of routing the money through banks , you are sending it directly to energy producers ( via #btc) .. the best way to reduce inflation ..and at the same time you have an asset in your reserve that appreciates more as you hodl more ..
